Luckinbill Inc. of Enid is currently laying water and sewer lines along the industrial access road leading into the Fort Sill Industrial Park, according to Ronnie Ward, community and economic development director for the Association of South Central Oklahoma Governments.
The company is also doing drainage work and putting in bridges for what will eventually be a hardtop road.
Last year, Eastern District Commissioner Gail Turner's crew hauled in eight inches of gravel to bring the roadbed to grade, said Ward, who described it as "pretty close to being ready to put on the hard surface."
Ward said the gravel should be packed down by the time the hard surface is ready to go on. That will be done under a separate contract; the Elgin Economic Development Authority will use revenues from the Tax Increment Financing (TIF) district to pay for it and then submit paperwork for the Economic Development Administration to reimburse 42 percent of the cost, Ward said. The authority also has a $500,000 grant from the Oklahoma Department of Transportation (ODOT) to help with the project.
